“The ‘Police Powers and Procedures’ statistical release provides information on measures recorded by police forces in England and Wales on:

  • arrests for notifiable offences
  • stops and searches
  • (police) detention, road checks and intimate searches
  • fixed penalty notices (FPNs) in relation to motoring offences
  • breath tests.

Statistics on arrests, stop and search and other PACE powers in the release are presented on a financial-year basis (April to March). Those on FPNs and breath tests are presented on a calendar-year basis (January to December). Stop and search data are collected by the Home Office from the 43 local police forces and the British Transport Police (BTP) in England and Wales. All other data collections reported in ‘Police Powers and Procedures’ exclude the BTP. The quoted recorded crime trends have been taken from the Crime in England and Wales statistical series published, since 2011/12, by the Office for National Statistics. ‘Police Powers and Procedures’ contains self-defined ethnicity breakdowns of persons arrested and those stopped and searched.
